The Ministry of Communication of Turkmenistan is state authority of communication system of Turkmenistan. The primary activity of the Ministry of Communication of Turkmenistan is to satisfy people's needs, state organizations and other legal entities in telecommunication-and post services.

The state company of telecommunication «Turkmentelecom» at the Ministry of Communication of Turkmenistan was founded on April 7th, 1993. The basic function of the State Company of telecommunication «Turkmetelecom» is to meet requirements of needs for long-distance and international telephone services, in means of cable, telex, cellular and paging communication, wire communication, in systems of electric delivery of information means on the basis of available telecommunication networks, as well as in other kinds of electronic communication; technical operation radio and TV broadcasting.

«Altyn Asyr» enterprise of cellular communication at National telecommunication company «Turkmentelecom» of the Ministry of communication of Turkmenistan was founded on June 22nd, 2004. The following are the basic functions:

• Provision of people and organizations with all kinds of paging and cellular communication services
• Maintenance of cellular communication links and provision of uninterrupted high-qualitative operation.

The subscribers of national system of cellular communication have taken the possibility to use other additional services, namely: SMS receive and transferrence, voice mail, call waiting, conference-communication and others.

In May, 1969 the Republican TV and radio broadcasting center has been created at Council of Ministers of Turkmenistan. Originally technical facilities for preparation and broadcasting tTV and radio programmes were located here. In April, 2001 the Tele- radio- center has been transferred to the department of the Ministry of Communications of Turkmenistan. After Independence of Turkmenistan had been declared in 1991 the TV and radio have considerably grown. In the House of radio the great concert studio and studio of the information channel «Vatan», equipped with the advanced technical equipment have been put into operation. The advanced material-technical base of TV is created. It will improve the quality of tele -channels and broadcasts and will enable to bring in each house the programs directed to realization of social transformations in the country. On September, 12th, 2004 the 4-th channel of TV transmitting telecasts round the clock has been started. Telecasts are conducted in 7 world languages. The information on development of a social status of the population, about values of the human life and a sublimity of spirit of the nation are also being broadcast.

As all branches of economy of Turkmenistan, the mail service, one of the communication system, develops rapidly.

Increase of interest to the mail service in the country has led to increase in volume of productive activity of the enterprise and to improvement of quality of rendered services. State company "Turkmenpochta" which is the member of the World association of the mail service, offers to population, organizations and enterprises, foreign companies and international organizations EMS post services intended for rapid dispatch and receipt of post parcels to any settlement of Turkmenistan, as well as to more than 190 countries all over the world. Clients, sending the parcels by express service EMS, receive them within the shortest time to their destination

Ashgabat urban telephone network is the communication operator of the Ministry of Communications of Turkmenistan, rendering the local services of communication on the territory of Ashgabat city. Ashgabat urban telephone network incorporates 8 main telephone exchanges: Alcatel S-12, Siemens-EWSD, "Huawei Technologies Co Ltd" C&C08. Ashgabat urban telephone network is the object of multichannel communication of category STM-16 on the basis of digital signal system UKS-7 (all-channel signaling system). Ashgabat urban telephone network offers cordless services on the basis of standards of technology WLL.

The State Inspection for Control of Use of the Radio-frequency spectrum of the Ministry of Communications of Turkmenistan acts on the basis of the Law «About radio frequency spectrum» and Regulations «About the order of purchase, designing, installation of objects of radio equipment and operation and import of radio-electronic means and the high-frequency equipment on the territory of Turkmenistan»

This inspection, being guided by the current Law and Regulations, carries out the control of unobstructed work of radio frequencies of physical persons, firms, organizations and enterprises, using the permitted radio-electronic means on the territory of Turkmenistan. On the basis of the licenses issued by the State Inspection for Control of Use of the Radio-frequency Spectrum of the Cabinet of Ministers of Turkmenistan, radio equipment, microwave and the satellite communication equipment, imported to the territory of Turkmenistan by enterprises and organizations, companies and firms is registered and reported.

Using means and communication system of the State company of telecommunication «Turkmentelecom», the Center of the International Accounts and Agreements of the Ministry of Communication of Turkmenistan concludes with foreign communication operators and companies economic beneficial contracts and agreements on transfer of incoming and out going calls, telegrams and transit to the third countries, makes out the contracts and agreements under laws of Turkmenistan. Now communication operators of settlement department of the Computer center for the international calls have organized and conduct the work on mutual settlement under all kinds of telecommunication on the basis of the contracts concluded with the companies of the Russian Federation – Open Society "Rostelecom", Open Society "Gascom", Uzbekistan – ÊÑ «Uzbeltelecom», Kazakhstan – JSC "Kazakhtelecom", Kyrgyzstan – JSC "Kyrgyztelecom", Azerbaijan – company AITM HAHM, Islamic Republic of Iran – company TCI, the British Virgin Islands – the company "TelStar Capital Corporation", Turkish Republic – «Turktelecom», «Chalyk energy sanayi ve tigaret». Moreover this department on balance of each communication operator works on conducting the monthly report and balance, drawing up and the coordination with the foreign communication companies of acceptable tariffs for long distance, telephone, cable and telex communication, negotiate under the settlements, investigate the offers of services of telecommunication, on use of the Internet, intermediary services, ÒÀÅ, a segment of rent, and under these offers make documents, extracts, search for new ways and communication operators of proceeding telephone, cable traffic, work by settlements with communication operators and the companies of other countries and on creation of favorable cooperation.

The Professional school ¹5 was founded in accordance with the 41-st order of the Ministry of Communication of Turkmenistan in the month of Gorkut 30, 2001.

From the month of Bitaraplyk 30, 1997 at the House of Registry, the Professional school ¹5, is considerated as a legatee of all rights and duties of the Professional-technic lyceum ¹2 that registrated under 24000292 number.

The professional school ¹5, is in immediate submition of the Ministry of Communication and henceforth it is considerated as Founder, and called Professional school.

For carrying out the necessary works of the school there is a stamp with the State Emblem and name of the Organisation. The juridical adress of the data Establishment: 744012 City Ashgabat, street Agzybirlik 4. With aim to work at the Ministry of Communication and other fields of National Economy of Turkmenistan, the school also executes the labour on preparation of highly-skilled personnel and specialists. Besides, the professional school fulfils the printing work of concerns that are under the department of the Ministry of Communication.
